Our Position on the “Joint Declaration” Regarding the Preparation for the WCC General Assembly
We Korean Christian scholars and pastors are deeply concerned about the possible harmful effects on our churches and society of the recently announced “Joint Declaration for the Successful Hosting of the WCC Busan Assembly” signed and announced by the general secretary of the National Council of Churches in Korea (NCCK) and the Chairman of the Korean Host Committee of the WCC Busan Assembly (KHC) together with the Chairman of the Host Committee for the World Evangelical Association (WEA) Assembly, and the Representative Chairman of the Christian Council of Korea on January 12, 2013. We believe that the “Joint Declaration” has devastated the ecumenical spirit that has been established through the self-sacrificial hard work of numerous ecumenical communities in Korea and abroad.
The 10th General Assembly of the WCC is especially meaningful because Korea, the host country, has rich traditions of various living religions such as Buddhism and Confucianism. The Korean Christianity is blessed because it has grown into one of major religions in Korea. We are proud of the Korean Christianity that it takes part in peaceful coexistence and collaboration among different religions in Korea. We sincerely hope that the General Assembly of the WCC is welcomed not only by Korean Christians as a whole, but also by our neighbor religions and their communities, and that it becomes a truly world festival. We consider it important to note that Korean traditional religions such as Buddhism, Confucianism, and Chondogyo [Religion of the heavenly Way] have been upholding the respect for the humanity and the universal spirit of humanitarianism. We sincerely hope that the Korean Churches also extend warm welcome to participants to the General Assembly of the WCC in the spirit not only of Christian friendship, but also of such a universal humanitarianism.
However, the “Joint Declaration” threatens to destroy peaceful coexistence and collaboration among different religions by stating that “we reject religious pluralism and that there is no salvation besides by Jesus Christ only.” It also threatens to devastate freedom in knowledge and thought by saying that “we oppose all ideologies that are against the Gospel, such as communism, humanism, and homosexuality.” Humanism is widely recognized as a universal value for the humanity. We are afraid that strong anti-communism may block the peace and reconciliation between North and South Korea, result in returning to the era of cold war, and curtail the freedom of thought and speech of the people. The opposition of the WCC to the proselytizing of other religious believers is strongly condemned by the “Joint Declaration.” The latter confines God’s free act of revelation exclusively to the 66 books of the Bible by saying that “We declare that the 66 books of the Bible are the special revelation of God, with no error, and the final and absolute criterion of faith and deeds.” We observe that the “joint Declaration” shows nothing but a version of religious fundamentalism. It attacks the freedom of intellectual thought and religious belief of the humanity including Christians and believers of our neighbor religions. The dogmatism and bigotry revealed in the “Joint Declaration” may cause violation and conflict upon not only on other fellow Christians but also on the believers of other religions and ideologies. It is a diametrical opposition to the theme of the WCC General Assembly, “God of Life, Lead Us to Justice and Peace.”
We believe that the “Joint Declaration” is a product made by the materialistic “mammonism” and militant and anti-intelligent Christian fundamentalism, which is pervasive in the Korean Protestant mega-churches. We hear that Rev. Kim Sam Hwan, the senior pastor of Myongsung church, one of typical mega-churches, is the Chairman of the Korean Host Committee has played a crucial role in the writing and announcing of the “Joint Declaration.” We demand the NCCK, the representative of the Korean ecumenical movement, not to be influenced and wielded by such mega-churches’ attempts at manipulating and distorting the ecumenical spirit in both Korea and the world. Moreover we demand that Rev. Kim Young Ju, the General Secretary of the NCCK, who cosigned the “Joint Declaration,” take full responsibility by resigning from the position of the General Secretary of the NCCK.
We welcome the decision of the Chairman of the NCCK, the Bishop of the Anglican Church in Korea, together with Moderators of other NCCK member Churches that the “Joint Declaration” has never been discussed and adopted by the NCCK, and so it is not even necessary to repeal it. We demand the WCC and its member churches to throw it away as “garbage,” to use a term to depict it by the Arch-Bishop of the Orthodox Church in Korea.
We sincerely pray that the hosting of the upcoming WCC General Assembly be made in the spirit of Jesus who has taught us not to worship the mammon and demanded us to realize the Kingdom of God on earth and to care for those who are weak, mourning, humble, persecuted, and peace-making. The resignations of Rev. Kim Sam Hwan and Rev. Kim Young Ju from their respective positions ought to be a necessary part of redirecting the hosting process of the General Assembly.

1.13 공동선언문에 대한 한국기독자교수협의회와 생명평화마당의 입장
우리 한국 기독교 학자들과 교역자들은 ‘부산 WCC 총회의 성공적 개최를 위한 1월 13일 공동선언문’이 한국 교회와 사회에 미칠 수 있는 악영향에 대해 깊이 우려하고 있다. 이 공동선언문은 한국기독교교회협의회(NCCK) 김영주 총무, 부산 WCC 총회 준비위원회 회장 김삼환 목사, 한기총 대표회장 홍재철 목사, WEA 세계대회 한국준비위원장 길자연 목사가 공동서명한 것인바, 우리는 이 선언이 그동안 한국과 세계의 수많은 에큐메니칼 공동체들이 자기희생적 수고와 고난을 통해 이루어 놓은 빛나는 에큐메니칼 운동 정신의 새싹을 잘라버리는 잘못된 선언임을 분명하게 밝히고자 한다.
제10차 WCC 부산 총회는 아시아의 전통적 종교들이 살아 있고 꽃피우고 있는 동북아의 한국에서 열리게 되었다는 점에서 큰 의미가 있다. 한국은 불교와 유교 등 다양한 고등 종교들이 뿌리를 내린 다종교적 문화권이다. 우리는 기독교가 짧은 시간 내에 이러한 종교적 문화의 토양 안에 하나의 주요한 종교로 뿌리를 내릴 수 있게 된 것을 큰 축복이라고 믿는다. 우리는 한국의 기독교가 다른 종교들과 함께 평화적으로 공존할 뿐만 아니라 함께 협력하고 있는 것에 대해서 큰 자부심을 가지고 있다. 우리는 WCC 총회가 한국 기독교인들 뿐만 아니라, 다른 이웃 종교인들로부터도 따뜻한 환영을 받는 가운데 개최되어 기독교인뿐만 아닌 세계인들의 진정한 축제가 될 수 있기를 간절히 바란다. 우리는 불교, 유교, 천도교, 원불교 등 한국의 전통적 종교들이 보편적인 인간성을 위해 힘써왔고 다른 종교에 대해서 차별하지 않아 왔음을 것을 중시한다. 우리는 한국의 기독교가 기독교적인 정신뿐만 아니라, 인류에 대한 보편적인 사랑의 정신으로 외국에서 오는 총회 참석자들을 맞이 할 수 있게 되기를 바란다.
우리는 종교다원주의를 배격하고, “오직” 예수 그리스도 외에 구원이 없음을 천명합니다”고 밝힌 “공동선언문”이 다른 종교들과의 평화로운 공존과 협력 자체를 위협하고 기독교의 배타주의적이고 폐쇄적인 태도를 보인 것에 대해 깊이 우려한다. 또, “공동선언문”이 공산주의, 인본주의, 동성연애 등 복음에 반하는 모든 사상을 반대”한다는 표현으로 인간의 지식과 사상의 보편적 자유를 위협할 수 있음을 우려한다. 특히 인본주의(humanism)는 인류가 보편적으로 받아들이고 있는 가치라는 사실을 환기시키고자 한다. 우리는 강력한 반공주의는 남북한의 평화와 화해를 깨뜨릴 수 있고, 이전의 냉전체제로 돌이킬 수 있는 위험이 있을 뿐 아니라, 사상과 언론의 자유를 침해할 수 있음을 우려한다. 이 선언문은 WCC가 취하고 있는 개종전도 반대 정책을 정면으로 반대하고 나섰다.
그리고 나아가서는 성경 66권만이 하나님의 특별 계시로서 무오하며, 모든 신앙과 행동의 절대적인 표준이라고 선언하여, 자유로운 하나님의 계시 행위를 성경 66권 안으로 가두며, 배타적인 계시론을 보이고 있다. 이러한 모든 것을 살펴볼 때, 이 “공동선언문”은 종교적 근본주의의 한 전형적인 형태를 보여주고 있음을 확인하게 된다. 우리는 종교적 근본주의는 다른 종교를 탄압하게 되고, 믿는 자들에게 비지성주의를 주입하여 합리적인 사고를 방해하여, 결국 독선적이고 폭력적이 될 수 있다는 것을 우려한다. “공동선언문”에 나타나 있는 독선, 교만, 도그마주의는 기독교인들 상호뿐만 아니라, 이웃종교인들 사이에 배타성을 조성할 수 있다. 따라서 우리는 이 “공동선언문”은 WCC 10차 총회의 주제인 “생명의 하나님, 우리를 정의와 평화로 인도하소서”에 정면으로 배치된다고 본다.
우리는 이 “공동선언문”이 세습을 일삼으며 물질주의적 맘몬주의와 반지성주의적 근본주의가 스며들어 있는 한국의 대형 개신교회들의 몇 지도자들의 억지에 의해서 만들어 진 것이라고 보아 더욱 우려한다. 대형 메가 처치인 명성교회의 김삼환 목사가 이 WCC총회 한국준비위원장으로 주도함으로써 이러한 “공동선언문”이 만들어졌고, 신성한 총회가 맘몬주의로 회칠하게 될 지경이 되었다. 그러므로 우리는 NCCK와 WCC가 한국의 반-복음적인 메가 처치들의 작난에 휘둘리지 말기를 간절히 바란다. 이들의 영향력으로 한국과 세계의 에큐메니칼 운동의 정신이 손상되지 않게 되기를 바란다. 따라서 이번에 “공동선언문”에 서명한 NCCK 총무 김영주 목사는 손상된 에큐메니칼 정신의 복원을 위하여 즉각 사임해야 한다고 본다.
우리는 뒤늦게나마 NCCK 회장 김상근 주교와 NCCK 회원 교단 교단장들이 기자회견을 열어 “공동선언문”에 대해서 NCCK가 토의한 적도 없고 결의한 적도 없는 무관한 문서이며 따라서 “공동선언문”을 폐기할 필요 조차도 없다고 발표한 것을 환영한다. 우리는 한국정교회 대주교가 이 문서를 “쓰레기”라고 표현 것에 전적으로 동감한다.
이제 우리는 다가올 WCC 10월 부산 총회가 예수의 기본 정신에 충실하고 에큐메니칼 정신에 따라 준비되기를 간절히 바란다. 예수께서는 우리들에게 지금도 맘몬을 섬기지 말고, 하나님을 따르며, 하나님의 나라를 이 땅에 이룩하는 일에 동참할 것을 촉구하고 있다. 우리는 예수 그리스도의 뒤를 따라 소외되고, 약하고, 평화를 사랑하며, 가난하며, 억압받고, 병든 자들을 비롯한 모든 민중들 편에서 서서, 이 땅에 정의와 평화와 생명이 넘치는 하나님의 나라를 이룩하는 일에 최선을 다하는 WCC 총회가 되기를 간절히 바란다. 이러한 총회가 되는 데에 필수적인 과정으로 우리는 김삼환 목사와 김영주 목사가 각각 지금 관련된 직책에서 사임해야 한다는 것을 다시 한번 확인한다.
